This two-day training will cover the process of evaluating project feasibility and will provide tools, examples and information that the staff of Participating Jurisdictions (PJs) can use to improve existing or develop new feasibility analysis systems. This session is designed to assist the PJ staff who administer HOME programs to evaluate the many aspects of multi-family rental projects and/or homeownership projects to determine if the projects are feasible and to select the best projects to support. Participants will have the opportunity to learn from other PJs about how to approach project feasibility analysis and will have the opportunity to apply what they have learned to real project case studies. Participants will also be provided with tools, materials and training on CD-ROM. In exchange, participants will be asked to share what they learn with their colleagues and/or local CHDOs and other developers of HOME assisted housing in their communities. Topics to be addressed include all aspects of project financial feasibility such as development costs, operating costs, market and sales, leverage financial resources, etc. The training will also cover non-financial components that contribute to project feasibility such as site issues, market analysis, developer experience, project design, neighborhood and community support, resident services and green/sustainable development.
